Setting up MEL Processes and Tech Systems to Enable 100,000+ Rural Persons with Disabilities
10x Impact Labs partnered with EnAble India, India’s leading Disability focused Non-profit to design and implement robust Monitoring, Evaluation, and Learning (MEL) processes and technology systems aimed at enabling livelihood opportunities for over 100,000+ rural persons with disabilities (PwDs). The initiative focused on creating a data-driven decision-making framework that streamlined program tracking, beneficiary engagement, and impact measurement. By integrating inclusive digital tools, mobile data collection, and real-time dashboards, the project enhanced visibility into skill development, job placements, and income generation for PwDs. Phase 1 was recently completed. It primarily included design and development of Version 1 of the new MEL Tech System.

Garv Se had impacted 3,500+ persons with disabilities through a centralised hub-and-spoke model, but scaling 30x required a shift to a decentralised, platform-based approach with real visibility into outcomes.
A 3-consultant team conducted in-depth interviews with 30 stakeholders, ran 4 FGDs, synthesised user personas, and built Version 1 of a scalable Monitoring, Evaluation and Learning platform with data collection, storage and visualisation at the core.
A User Research Report with insights on rural PwDs and program teams, Version 1 of the MEL platform, strategic recommendations for the decentralised platform transition, and a 1→10 and 10→100 scaling roadmap with metrics.
Lays the foundation for Garv Se to scale from 3,500 to 100,000 PwDs in the next phase and eventually reach 8 million, with a decentralised model that enables local ownership and sustainable growth in rural communities.
